Project Agora Explained: 8 Central Banks Test Tokenized Settlement

Eight central banks, including the New York Fed, and 40+ firms built a working tokenized payment prototype. What Project Agora is, what it isn't, and the XRP angle.

Video: RIPPLING XRP: 8 CENTRAL BANKS ARE BUILDING THIS NOW… (THE GREAT RESET)

Key takeaways

  • Project Agora is a Bank for International Settlements project with eight central banks and more than 40 financial firms. Its May 27, 2026 results said the prototype works and is moving to real-value testing.
  • It replaces chains of correspondent banks with one shared platform where payments settle atomically: both sides complete together, or neither does.
  • It is wholesale, bank-to-bank infrastructure. It is not a consumer product and, per the BIS, does not change the legal nature of reserves or deposits.
  • Central bank reserves sit on separate ledgers controlled by each central bank, so no central bank gives up control of its currency.
  • Ripple and the XRP Ledger are not part of Agora. The video's view is that the design idea was validated, while the competition became more real.

On May 27, 2026, the Bank for International Settlements (BIS), often called the central bank for central banks, published results from a prototype for moving money between countries without today’s correspondent banking chains. It worked, and the project is moving to tests with real money. Eight central banks are involved, including the Federal Reserve Bank of New York.

The Bullrunners video says it found almost no large crypto channels covering it. Here is what Project Agora is, what it is not, and the one design decision that determines how much of it ever touches crypto holders.

Who is part of Project Agora?

According to the video, the central banks involved are:

  1. Bank of England
  2. Federal Reserve Bank of New York
  3. Bank of France
  4. Bank of Japan
  5. Bank of Korea
  6. Bank of Mexico
  7. Swiss National Bank
  8. Bank of Canada, which joined for the next phase

Alongside them are more than 40 private financial institutions, including JPMorgan, HSBC, Deutsche Bank, Swift, Mastercard and UBS. The video calls it the largest project the BIS Innovation Hub has ever run.

One name stands out: Swift. The organization whose messaging system this kind of project could replace is helping build it. The video reads this as an incumbent choosing to be inside the new system rather than outside it.

What problem does Project Agora solve?

Cross-border payments today run through correspondent banking. Your bank usually has no account at the receiving bank, so the payment passes through a chain of banks that do. Each one updates its own separate records, and each is open only during its own country’s business hours. Every hop is a place where a payment can stop and wait.

That is why an international wire can take days. According to the video, the delay comes not from the technology but from the number of separate ledgers that have to agree.

How does Project Agora work?

Agora puts tokenized central bank reserves and tokenized commercial bank deposits on one shared, programmable platform where the money and the rules sit together.

The key word in the findings is atomic. Atomic settlement means both sides of a transaction happen together or neither happens at all. There is no window where one bank has paid and the other hasn’t. That single property removes the delay and the need for a chain of intermediaries to vouch for each other.

The result, if implemented: multi-currency settlement around the clock.

Is Project Agora a CBDC or a consumer product?

No. The video is precise on this point. Agora is wholesale infrastructure: central bank reserves and commercial bank deposits moving between institutions. There is no version where an individual gets an account on it.

The BIS states that tokenization as done in Agora does not change the legal character of central bank reserves or commercial bank deposits, or the obligations attached to them. A tokenized deposit is still a deposit, with the same legal claim and protections. It is existing money moving on new rails.

So claims that Agora is a retail central bank digital currency (CBDC) in disguise are not supported by the document. The video argues this is also why few people covered it: there is no retail hook.

What is the key design decision?

The two kinds of money sit on different ledgers:

Asset Where it sits Who controls it
Tokenized commercial bank deposits A shared ledger where all participants transact Shared among participants
Tokenized central bank reserves A separate ledger for each currency That currency’s own central bank

Dollars stay under the Federal Reserve, yen under the Bank of Japan, and so on. The system can settle across borders instantly while ensuring no central bank loses control of its own currency. The video describes this as the political price of getting the project built: every institution had to be assured its sovereignty was not on the table.

How fast is this moving?

Project Agora was announced in 2024. The working prototype result came in May 2026, roughly two years later, with eight central banks and 40 institutions involved. By central banking standards, the video says, that is fast.

The next phase is not another paper but real-value testing with real currencies and participants. The BIS is also clear that the project remains experimental and has no production timeline. The video’s distinction: a project with no timeline is still different from a project that has already worked.

What does Project Agora mean for XRP?

The video draws a careful line:

  • Ripple is not one of the 40-plus institutions, and the XRP Ledger is not the platform being tested.
  • The features Agora proves out, such as atomic settlement, multiple currencies, 24-hour operation and no correspondent chains, are what the XRP Ledger has done publicly since 2012. The video explicitly does not claim the BIS copied Ripple.

From there, the video sees two conclusions pointing in opposite directions:

  1. The idea is validated. A tokenized settlement future is no longer speculative. Central banks built one and it worked.
  2. The competition is real. That system existing does not mean any particular crypto asset is inside it. Agora is built by incumbents, for incumbents, on ledgers they operate.

The open question, per the video, is no longer whether tokenized settlement replaces old rails. It is who operates the ledger. In Agora, it is central banks and existing institutions. In the version many crypto holders are betting on, it is a public network anyone can use without permission. Both involve tokenization, but they are very different outcomes.

What to watch next

The video lists four things to follow, all published for free on bis.org:

  1. Real-value testing announcements: which currencies, which participants and which dates.
  2. New central banks joining, as the Bank of Canada did.
  3. Private institutions talking about production rather than pilots.
  4. Whether Ripple or the XRP Ledger appears in any later phase. For now, it does not. The video mentions a recent report of XRP-related testing with the BIS as something to keep an eye on, without treating it as confirmed participation in Agora.

Frequently asked questions

What is Project Agora?

Project Agora is a Bank for International Settlements Innovation Hub project testing a shared platform for cross-border payments, with tokenized central bank reserves and tokenized commercial bank deposits on one programmable system. According to the video, it is the largest project the BIS Innovation Hub has run.

Which central banks are in Project Agora?

According to the video: the Bank of England, the Federal Reserve Bank of New York, the Bank of France, the Bank of Japan, the Bank of Korea, the Bank of Mexico, the Swiss National Bank and the Bank of Canada, which joined for the next phase.

Is Project Agora a CBDC?

Not in the retail sense. It is wholesale infrastructure between banks, and the BIS states that tokenization as done in Agora does not change the legal character of central bank reserves or commercial bank deposits. A tokenized deposit is still a deposit.

Does Project Agora use XRP?

No. According to the video, Ripple is not among the 40-plus institutions and the XRP Ledger is not the platform being tested.
